What the SBA’s creator guidance means for affiliate marketers

Understand the limits of the SBA announcement and build an affiliate business around trustworthy recommendations, verified partnerships and real revenue records.

In this article

Affiliate marketing can be part of a creator business. It can also be a collection of links that never becomes a useful publishing operation. The difference starts with what you help people decide and how carefully you run the work behind the recommendation.

The SBA’s recent creator guidance is a good reason to look at that business foundation. It is not a reason to assume that an affiliate account creates eligibility for financing.

Read the announcement carefully

The SBA’s October 15, 2026 announcement addresses qualifying businesses primarily producing and distributing original audiovisual content. It directs them toward an appropriate six-digit classification within NAICS 5121. The agency cites approximately 27 million creator-led businesses; that figure is not a count of approved borrowers.

An affiliate website, comparison publisher or email business should not automatically adopt that classification simply because it earns commissions. Start with the activity your business actually performs. The announcement clarifies existing programs and does not create a new affiliate grant or guarantee approval.

Separate the content from the revenue model

Your work might be reviewing sewing equipment, demonstrating software or helping someone compare travel accessories. Affiliate commission is one way that work could earn. It does not describe the full value you provide.

Write a business description in everyday language: “I publish researched comparisons and practical demonstrations for [audience], and earn commissions when eligible referrals lead to qualifying purchases.” Adjust it to reflect what you really do. Do not claim hands-on testing when you only reviewed documentation.

Build a small, useful publishing system

  1. Choose a buying decision. Identify a question you can answer with credible evidence, such as choosing equipment for a specific task.
  2. Document your method. Record what you tested, what came from the manufacturer and what remains unknown.
  3. Verify the relationship. Confirm that your account is approved for the program and that the intended site and channel are permitted.
  4. Explain the tradeoffs. Include situations where a cheaper option, a non-affiliate option or no purchase is appropriate.
  5. Review outcomes and maintenance. Track the content’s costs, program reports and facts that need updating.

Keep applications separate from active partnerships

A program application is not an approval. An approval is not a sale. A tracked sale is not necessarily a payable commission. Maintain separate fields so your tracker reflects the actual status.

A practical affiliate record
RecordWhat to retain
Program statusApplication, approval or rejection evidence
Permission and termsApproved channels, restrictions and dated terms
TrackingAuthorized link, page placement and campaign identifier
RevenuePending, approved, reversed and paid amounts separately
Content evidenceSources, test notes, disclosure and review date

For example, a hypothetical dashboard showing $120 pending, with $30 later reversed, would leave $90 before any further adjustments. It would still not mean $90 has arrived in your bank account. Follow the program’s reporting and payment status.

Make the commercial relationship understandable

The FTC’s disclosure guidance says material relationships should be obvious where the endorsement appears. A plain sentence such as “I may earn a commission if you buy through these links” is easier to understand than unexplained shorthand. For a video endorsement, include the disclosure in the video, not only its description.

Choose recommendations on reader fit. Explain limitations, distinguish first-hand observations from research and avoid suggesting that the SBA endorses your site or the products you recommend.

Build toward dependable decisions

Review which pages help readers make progress, which programs produce approved commissions and how much time each article needs to remain accurate. Dependence on one merchant or platform is worth understanding before you invest further.

AI can help organize a product evidence table or identify missing comparison criteria from your notes. You remain responsible for checking the product facts and the recommendation. A confident paragraph is not a substitute for evidence.
